I think  that  when  they  start  noticing  that  it  was  a  serious  situation  they  start  helping  them .  They   need  to  have  a  program  , so  the  students  know   what  is  right  and  what  is  wrong . Like  here  in  IDEA  , they  teach  us  to respect  and  be  ethical  is  part  of  that. It is  ethical  to  help  the  children .
